The definition

Scouting fog, or fog of war in scouting, is a game design in which players' true ratings are hidden and every team sees only estimates, so scouting has real value and no one manages with perfect information.

In HoopSim the fog is total: nobody sees a player's true ratings, not for other teams' players, free agents, prospects or your own roster, and the AI GMs work from their scouts' read too. Your head scout has two skills, reading current ability and projecting potential, and a better scout gives a closer read from the start. Your own players sharpen right away when they join you, and reads keep sharpening over a season. Prospects only get a read when you assign a scout, with a Low, Medium or High confidence that rises with each look every few weeks; unscouted prospects show a looser public consensus. Durability is hidden until you run a medical, and makeup needs an interview or time with your club.
